About

Economist and seasoned public servant Amenah F. Pangandaman, Filipino, 46 years old, was appointed as Secretary of the Department of Budget and Management (DBM), also serving as ex-officio member of the Pag-IBIG Fund Board of Trustees, on 30 June 2022.


Sec. Pangandaman has spent most of her career as a public servant. She was the Chief of Staff of former BSP Governor Benjamin Diokno back in 2019 and was the BSP’s Concurrent Assistant Governor for Strategic Communication and Advocary and Executive Offices Coordinator.


Even before that, she has also served as Budget Undersecretary of Sec. Diokno, formerly DBM Chief, and the Functional Group Head of the Office of the Secretary, through which she became a ‘key mover’ in preparation, implementation, and monitoring of the General Appropriations Act (or National Budget). She oversaw the implementation of Green, Green, Green – a budget assistance program for local government units that aims to develop sustainable public open spaces.


Prior to that, she has also served as Chief of Staff of former Senate President, Edgard Angara in 1993 and former Senate Finance Committee and Chairperson, Loren Legarda in 2019.


Sec. Pangandaman finished her Bachelor’s in Economics at the Far Eastern University, and her Master’s Degree in Development Economics from the University of the Philippines. Currently, she is accomplishing her Executive Master of Public Administration from London School of Economics.
