GUIDELINES IMPLEMENTING THE PAG-IBIG FUND SOCIALIZED
AND LOW-COST HOUSING LOAN RESTRUCTURING AND
PENALTY CONDONATION PROGRAM (HDMF Circular No. 248) (June 11, 2009)
The “Pag-IBIG Fund Socialized and Low-Cost Housing Loan Restructuring
and Penalty Condonation Program”, hereinafter referred to as the “Program”,
seeks to achieve the following objectives:
1. Assist delinquent borrowers/installment buyers to preserve their
properties from foreclosure or cancellation of Contract to Sell by
providing them the opportunity to update or restructure their accounts
under affordable terms.
2. Provide relief to delinquent borrowers/installment buyers in this time of
financial crisis through condonation of accumulated penalties and a
portion of accumulated interest.
3. Provide a non-interest bearing scheme for the remaining unpaid
interests spread equally during the term of the restructured loan.
GUIDELINES ON THE PAG-IBIG FUND END-USER HOME FINANCING PROGRAM (HDMF Circular No. 247) (April 23, 2009)
These guidelines shall apply to the following:
1. All accounts taken out beginning 1 April 2009 and onwards.
2. All accounts with proceeds not yet fully released as of 1 April 2009, except
for accounts with retention due to lacking requirements.
AMENDED GUIDELINES OF THE “ABOT-KAMAY PABAHAY”
PROGRAM (Pag-IBIG Fund Circular No. 243) (February 6, 2009)
The Pag-IBIG housing loan may be used to finance any one or a combination of
the following:
- Purchase of a fully developed lot not exceeding one thousand square meters (1,000 sq. m.), which should be within a residential area;
- Purchase of a lot and construction of a residential unit thereon;
- Purchase of a residential house and lot, townhouse or condominium unit, inclusive of a parking slot
- Construction or completion of a residential unit on a lot owned by the member;
- Home improvement, i.e. any alteration in an existing residential unit intended by a homeowner to be a permanent integral part thereof, which
will enhance its durability and material value;
- Refinancing of an existing mortgage with an institution acceptable to theFund
- Combination of loan purposes
MODIFIED GUIDELINES OF THE “ABOT-KAMAY PABAHAY” PROGRAM

The Pag-IBIG housing loan may be used to finance any one or a combination
of the following:
Purchase of a fully developed lot not exceeding one thousand square
meters (1,000 sq. m.), which should be within a residential area;
IMPLEMENTING GUIDELINES ON THE GOOD PAYOR INCENTIVE PROGRAM (Pag-IBIG Cir. 229)
"GABAY PABAHAY" PROGRAM (Pag-IBIG Cir. 218)
These Consolidated Guidelines on the Pag-IBIG Housing Loan Restructuring Program, otherwise known as "Gabay Pabahay", seek to assist Pag-IBIG borrowers preserve their properties from foreclosure or cancellation of Contract to Sell by providing them with the opportunity to restructure their accounts for the following purposes:
- To update or fully pay delinquent accounts, wherein the borrowers shall have the option to shorten or lengthen the term of the loan.
AMENDED GUIDELINES AND PROCEDURES ON DACION EN PAGO (Pag-IBIG Cir. 217)
These Consolidated Guidelines on the Pag-IBIG Housing Loan Restructuring Program, otherwise known as "Gabay Pabahay", seek to assist Pag-IBIG borrowers preserve their properties from foreclosure or cancellation of Contract to Sell by providing them with the opportunity to restructure their accounts for the following purposes:
- To update or fully pay delinquent accounts, wherein the borrowers shall have the option to shorten or lengthen the term of the loan.
AMENDED GUIDELINES ON THE “MAGAANG PABAHAY, DISENTENG BUHAY” PROGRAM (Pag-IBIG Cir. 232)
In celebration of the National Shelter Month in October and in compliance with Memorandum Circular 112 of the President dated 7 September 2006, the Pag-IBIG Fund shall implement the “Magaang Pabahay, Disenteng Buhay” Program in order to achieve the following objectives:
To afford employees in the public sector as well as the other members of the Fund the requirements of decent human settlement;
RENT-TO-OWN PROGRAM
The Program aims to institute a mechanism through which the HDMF shall further expedite the recovery of its investments in non-performing mortgage loans, and provide Pag-IBIG members, whose current income cannot sustain the monthly amortization on a Pag-IBIG housing loan, with a facility that will provide affordable housing, and ensure home ownership by the time they become eligible for such loan.
AMENDED POLICIES AND GUIDELINES ON THE DISPOSITION OF REAL AND OTHER PROPERTIES OWNED OR ACQUIRED (ROPOA) (Pag-IBIG Cir. 200)
To ensure recovery of HDMF's housing investments through effective marketing and prompt disposition of ROPOAs.
IMPLEMENTING GUIDELINES ON THE SUBSTITUTION/ REPLACEMENT OF CTS ACCOUNTS(Pag-IBIG Cir. 206)
These guidelines shall apply to all CTS accounts, subject to the following conditions:
CTS accounts in default that are covered by the Buyback and Back-up Guarantee of the developer;
