Pursuant to the approval of the HDMF Board of Trustees in its 256th Meeting held last
20 April 2009, the Amended Omnibus Guidelines Implementing the Pag-IBIG
Takeout Mechanism under the Developers’ CTS/REM Scheme are hereby issued:

Revised Guidelines on the Housing Receivables Financing Facility (HDMF Circular No. 258) (April 24, 2009)

Pursuant to the approval by the HDMF Board of Trustees during the 256th Board
Meeting on 20 April 2009, the Revised Guidelines on the Housing Receivables
Financing Facility is hereby issued:

Pursuant to the approval by the HDMF Board of Trustees during the 256th Board
Meeting last 20 April 2009, the Amended Guidelines of the Pag-IBIG City
Program, are hereby issued:

Revised Guidelines of the Pag-IBIG Program for the Development of Medium/High-Rise Condominium Building (MHRB) Projects in Metro Manila and Highly Urbanized Cities (HDMF Circular No. 255) (April 24, 2009)

Pursuant to the approval by the HDMF Board of Trustees during the 256th Board
Meeting last 20 April 2009, the Revised Guidelines of the Pag-IBIG Program
for the Development of Medium/High-Rise Condominium Building (MHRB)
Projects in Metro Manila and Highly Urbanized Cities, are hereby issued:

Amended Implementing Guidelines For The Pag-Ibig Developmental Housing Loan Program For Local Government Units (HDMF Circular No. 254) (April 24, 2009)

Under Section 8 of RA 7279, or the Urban Development and Housing Act,
LGUs were directed to identify lands for socialized housing and resettlement
areas in their jurisdiction. This provision is in conjunction with Section 17 of
RA 7160, otherwise known as the Local Government Code of 1991, where
local government units were mandated to provide for basic services and
facilities to their constituencies like low-cost housing and other mass
dwellings. Ironically, however, interventions in most cases are provided by
national government agencies and the private sector.

Amended Guidelines Implementing HDMF Direct Developmental Loan Program (HDMF Circular No. 253) (April 24, 2009)

Pursuant to the approval of the HDMF Board of Trustees during the 256th Board
Meeting held last 20 April 2009, the Amended Guidelines Implementing HDMF
Direct Developmental Loan Program, are hereby issued:

Implementing Guidelines on the Disposal of Pag-IBIG Fund Real and Other Properties Owned or Acquired (ROPOAs) through Joint Venture (HDMF Circular No. 246) (April 24, 2009)

Pursuant to Item E Section 4.b of HDMF Circular No. 200, entitled the “Amended
Policies and Guidelines on the Disposition of Real and Other Properties Owned or
Acquired (ROPOA),” and the approval of the HDMF Board of Trustees in its 255th Board
Meeting held last 30 March 2009, the Implementing Guidelines on the Disposal of
Pag-IBIG Fund Real and Other Properties Owned or Acquired (ROPOAs) through
Joint Venture are hereby issued:

Pag-IBIG TAKEOUT MECHANISM UNDER THE DEVELOPERS' CTS/REM SCHEME (Cir. 212)

DEVELOPMENTAL LOAN PROGRAM

Create additional housing inventories through the provision of developmental financing at easier terms and lower rates to developers/ proponents of housing projects.

MODIFIED GUIDELINES OF THE PAG-IBIG PROGRAM FOR THE DEVELOPMENT OF MEDIUM/HIGH-RISE CONDOMINIUM BUILDING (MHRB) PROJECTS IN METRO MANILA AND HIGHLY URBANIZED CITIES

These guidelines shall cover Medium/High-Rise Condominium Building (MHRB) Projects located in Metro Manila and Highly Urbanized Cities.

Pag-IBIG CITY PROGRAM

Provides a ready inventory of completed housing units in a project to be known as a Pag-IBIG City, which shall be available for sale at more affordable prices to Pag-IBIG members, who shall likewise be assured that the project meets the standards of the HDMF as to land development and house construction.

CREDIT FACILITY FOR PRIVATE DEVELOPERS

Provides a liquidity mechanism for private developers to enable them to continue developing housing projects pending the take-out of delivered and complete housing loan applications.

GLAD PROGRAM

Provides financial assistance to organized groups of formally employed Fund members for the acquisition and development of rawland or partially developed land, which shall serve as the site of their housing units.

FCL COVERED BY DOMESTIC LETTER OF CREDIT

Provides assurance to the developer of the availability of funds to cover deliveries of completed condominium units/house and lot packages in accordance with a delivery schedule.

Pag-IBIG HOMES DIRECT FINANCING PROGRAM

Covers the development and construction of low cost housing units in Metro Manila and highly urbanized cities, and socialized housing units in the provinces by Pag-IBIG Fund.
